The partnership

10 partners from 6 countries (Croatia, Italy, Spain such as knowledge ‘givers’ and Bosnia & Herzegovina, Greece and Slovenia with the role of ‘receivers’) committed themselves to work together with the objective of either improving the competitiveness of SMEs and the quality of public services by means of innovation procurement procedures promotion.


Sviluppumbria - Società Regionale per lo sviluppo economico dell’Umbria

Sviluppumbria is the multifunction regional development agency that supports Umbria's competitiveness and economic growth in acoordance with regional planning policy. The agency implements actions to create businesses, help them grown, innovate and enter international markets. It also manages regional real estate assets and serves as the tourism board.

In Prominent Med, Sviluppumbria worked with the Municipality of Narni to apply innovative solutions for seismic adaptation, energy saving and improvement of the teaching environment in a nursery school. In Prominent Med Plus, Sviluppmbria will support Narni in transferring its know-how, outputs and deliverables to the Municipality of Tuzla and BIT Centre.

Narni is an Italian municipality of 19,169 inhabitants in the southern Umbria, rich in history and natural beauty. At an altitude of 240 m (787 ft), it overhangs a narrow gorge of the Nera River in the province of Terni.

Like many of the smaller towns of Umbria, Narni is still of strikingly medieval appearance today, with stone buildings, and narrow cobblestone streets.

Within Prominent MED project framework, the Municipality of Narni tested Public Procurement for Innovation for the energy refurbishment of Gianni Rodari Kindergarten.

The works implemented  were the redevelopment of the internal environments of the school building, from a thermo acoustic, aesthetic and functional point of view, through the recovery and conservative

restoration of the internal walls, applying panels that guarantee adequate thermal and acoustic insulation and were combined with the aesthetic and sensorial qualities of the finishes in order to guarantee positive pedagogical effects for children users.

The Municipality of Narni as Lead Partner within the project Prominent MED PLUS will lead the process of transferability of the Prominent Med experience to other MED countries (Greece, Slovenia, Bosnia) not included in the previous project proposal.

Narni is a small city located in the south part of Region of Umbria, in the centre of Italy. At an altitude of 240 m (787 ft), it overhangs a narrow gorge of the Nera River in the province of Terni. Like many of the smaller towns of Umbria, Narni is still of strikingly medieval appearance today, with stone buildings, and narrow cobblestone streets.

The town is famous for one of the largest Roman bridges (Ponte d'Augusto) ever built, by which the Via Flaminia crossed the Nera river. One arch of the bridge still stands: it is about 30 meters high. The Municipality have started in year a strong strategic planning regarding the integration of technology innovation to urban regeneration designing and applying the Sustainable Energy Action Plan and the Smart Land Plan joined with Terni Municipality.


Regional Energy Agency North was established in 2009 as public, independent and not-for-profit institution established with an aim of providing support, consulting and related services to various stakeholders in North part of Croatia as well as Adriatic.

The Agency has built a thorough experience in working with public authorities providing broad range of services from project inception to project execution both on strategic and operational level. Our approach is based on maintaining the intermediary role between the client and relevant project stakeholders.

The CSTB (The scientific and Technical Center for Building) was founded in 1947 in order to coordinate and supervise reconstruction in France after World War II. CSTB is now a State-owned industrial and commercial corporative, placed under the administrative supervision of the French Ministry of Housing. It is one of Europe's leading research and evaluation centres. It provides its scientific and technical expertise to the stakeholders of the construction industry and of urban planning.

The CSTB operates closely with its partners in the building industry such as construction professionals and manufacturers. Its status allows it to be independent of any specific sector of the industry and to lead a multi-discipline approach to innovation and to solving the construction industry’s most complex problems. 

Consorci de la Ribera

The Consorci de la Ribera is a Spanish public entity created by an association of two counties placed in the Region of Valencia (County Ribera Alta and County of Ribera Baixa) which is made up of 47 municipalities and more than 300,000 inhabitants.

Within Prominent MED project framework, Consorci de la Ribera drove public procurement of innovation adoption of the city of Alzira and, a pilot intervention that consist on the energy efficiency refurbishment of "Magatzem de Cucó" municipal building , managing to execute innovative exterior carpentry solutions for the facade of the building with the aim of reducing energy consumption and associated CO2 emissions.

Consorci de la Ribera role within Prominent MED PLUS project is to transfer know-how acquired to Regional association of local government of Western Macedonia (Greece).

IrRADIARE was founded in 1995 as a spin-off of the Technical University of Lisbon. Three stages defined the journey: development, innovation and integration. IrRADIARE advises on new investments, public-private cooperation and regional public policies.

Its widely tested expertise on energy systems modelling ranges from industrial process to city scale. IrRADIARE´s aim is to assist communities in addressing the market barriers and the promotion of best practices, attracting innovation, investment and jobs creation. IrRADIARE are active from Lisbon and Brussels among other partners’ locations.

The Universitat Politècnica de València (UPV) is a public, dynamic and innovative institution founded in 1969 that is dedicated to researching and teaching. It maintains strong bonds with its social environment and a strong presence abroad.

UPV has been rated in the 2014 Academic Ranking of World Universities (ARWU) as an outstanding polytechnic university in Spain. Following its remarkable upward trend over the last few years, the UPV is now, for the first time, amongst the 200 best universities in the world in Economics, Social Sciences and Engineering.

Koprivnica is a city situated in north-western Croatia, near the borders of Slovenia and Hungary. It is the 18th biggest Croatian city by size, with 30.872 citizens. First mentioned in 13th century, the city has a rich cultural and historical still preserved until today.

Koprivnica is known as a city of knowledge, because it hosts the youngest state university, University North. But it also attracts small and medium enterprises (SMEs), thanks to its adequately developed business zones and efficient infrastructure and communal facilities. A great effort has been put on creating a set of good basic business conditions, especially for SMEs. Thus, Koprivnica is also an entrepreneurial city, as illustrated by the presence of multinational companies such as Podravka food factory, Carlsberg brewery and Hartmann paper industry.
