Highlights by Juan Carot, representative of the Valencian Agency of Innovation in Spain
A technical workshop took place in the Universitat Politècnica de València, focused on small and medium enterprises, as well as research and technological organisations, to share the lessons learnt during the implementation of PROMINENT MED. The main highlights of the experts who participated in the panels are gathered in the following lines.
Juan Carot, representative of the Valencian Agency of Innovation in Spain, highlighted that:
- There is a specific department for the assistance for the innovation for the administration to develop innovation among the quadruple helix of knowledge.
- There is an evident barrier to change in the administration in complicate procedures such as procurement. Nevertheless, there is a big opportunity to modernise the administration, with the objective of introducing criteria further than the price, which can help boost social innovations and technological innovations in the economic and industrial network.
- Funding calls for companies, RTOs and administrations are being released. They are focused on boosting the real transformation of the administration by the creation of specific staff as teams to develop Public Procurement of Innovation. Therefore, it is a specific aim of the agency to transform the administration towards the challenges of innovation.
- A practical guide for Public Procurement of Innovation has been released. It offers definitions, case studies and examples of procurement documents, in order to be easily replicated by municipalities to develop their own experiences. It is an important document for companies, in order to understand how the municipalities are going to address their needs, in order to adapt their internal procedures and orient their lines of industrial innovation.
