The Spanish Network of Cities for the Science and Innovation, in their report “ABC of innovation” (Spanish) established a set of common elements that should be promoted in local administrations to boost their role as key enabling agents of local innovation, such as SPECIFIC ACTIONS. To have a battery of coherent, systematic and pragmatic actions through which to deploy the ambition of incorporating urban innovation in the set of activities of the institution. The need to pace the development of new public services and the incorporation of the culture of innovation into the local economic network, which will require an important contextualization and adaptation of the reality of closest environment. This reality has to do with the capabilities of endogenous relationships, and synergies with other territorial actors, needs of the population, the capacities of the local government, etc. Introduce oneself in action keys linked to transversal aspects such as co-creation, social innovation, open innovation or prototyping solutions implies a certain level of uncertainty but also a specific horizon. Public Procurement of Innovation can be therefore understood as a powerful methodology to promote specific actions and increase the interest in investment of companies to offer innovative solutions.
